Canadian Government Collapses!

Well, all right, it’s not so dramatic as that, but it’s pretty much descriptive of what’s happening with our friends to the Great White North.

As a child of Quebecois parents (my dad was actually was born/raised there, and my maternal grandfather was born in Quebec) and with lots of friends in Alberta and BC, I still find Canadian politics utterly beyond my grasp. Parliamentary procedures first destroy the government, then they have elections, whereby it’s likely the ousted party gets in again. I mean, weird. From the diary, quoting the CBC:

In a 171 to 133 vote, the House passed an historic no-confidence motion exactly one year and five months after Canadian voters elected the Liberals.

Prime Minister Paul Martin will now have to go see Governor General Michaƫlle Jean Tuesday morning and ask her to dissolve Parliament.

However strange I find it, I almost wish we could do the same here. Oh wait, it wouldn’t work, we have one-party rule, never mind…

By the way, I have an uncle who was (is?) an active member of the separatist party, Parti Quebecois. I still don’t get that whole deal. Canada seems really nice to its French-speaking province, in that typical Canadian fashion…they made French a second official language and everything. Being under the Canadian thumb is like being tied down by a feather. “Help, help, I’m being oppressed by Canadians!” “Oh, we’re sorry, can we do anything to make your stay more comfortable?”

I love Canadians, really. Bunch of fun blokes, they are. (Well, except maybe for my very serious, very stern uncle.)

    I don’t know if you caught The Daily Show last night, but Samantha Bee
    (the resident Canadian on TDS) did a report on this. Jon kept asking her
    to “explain back a little further…for example, where is Canada?”

    Then, after a brief overview of the Canadian Parliament, Jon said “Sam…”

    there was a pause…

    Finally, Samantha got an exasperated look and said “eh.”

    Jon said “and the other thing…”

    (pause, exasperated look) “Aboot.”

    Lynne, I wanted to come over to your own blog to gush a bit more about how happy I am to see you join BOP, and since I’m Canadian, this seemed to be as good a thread as any.

    I’ve been the only active female voice on BOP for quite a while now, and my blogging is sporadic because of ongoing health issues. (Nothing dramatic! But one of the manifestations is fairly regular bouts of insomnia, which preclude the lucidity I try to bring to writing.) The BOP Boys are a pleasure to write with and spectularly supportive as colleagues, but it will still nice to get a bit more estrogen in the room.

    As for the topic of your actualy post, it has been amusing to read about “The Canadian Government’s Collapse!!!” in American blogs and media–when, as you note, a non-confidence vote is a standard part of the rigamarole of parliamentary procedures.

    My mom’s family is also originally Quebecois, although the French blood is highly diluted by my generation and I had to go to school to learn French (a great pity, I wish I had grown up bilingual). I don’t have a visceral attachment to Quebec separatist issues or Quebeois identity.

    The very Cole’s notes version on Quebec separatism is that while Canada is certainly quite good to Quebec *today,* the historic oppression of French Canadians was pretty awful. Just as Republicans play up racist sentiment in the south for political gain, Quebec separatists exploit the lingering memories of historic oppression to drive their own political agenda. At an institutional level, separatists seize on separation as a pretext for gaining power…not because of any innate good in separation.

    Separatism seems to be a generational issue, and the hardcore separatists are aging out. They also have an increasingly difficult task of selling separation to new Canadians, who didn’t immigrate in order to be Quebecois. If we can keep separatists in check ofr a few more years I think demographic change will largely solve the problem.

    If you’re interested in the election and the politics of the great white north, I highly recommend Ian Welsh’s writings on BOP, and Kevin Brennan’s writings at Tilting at Windmills. They are my top two go-to guys for all things Canadian. (I live on this side of the line currently and work in American politics; I don’t know nearly enough about politics at home.)

    Hi Shaula, thanks for the warm welcome! I shall endeavor to be all things female or at least a reasonable facsimile. :)

    I have quite a few friends I’m in daily (email) contact with who live in CA (Alberta, BC) and the political one, the one who actually pays attention a great deal, is worried that within a decade it will trend the other way - the youth attaching themselves to the separatist movement. I don’t recall his arguments but as usual they were compelling. It’ll be interesting, in the least, to see what happens…but I think they are going to do themselves a disservice to secede, if they ever pull it off.

    Interesting perspective on Canada’s (Britain’s?) record of oppression, for some reason it sounds vaguely familiar but as usual, my non-U.S. North American history background is close to nil.
