A New Plan for City Boards?

On Saturday, the Lowell Sun posted on its website an editorial calling on City officials not to reappoint the powerful Chairperson of the Planning Board, George Zaharoolis. This editorial has not yet appeared in the print edition but I have not yet checked today’s paper. Additionally, “The Column” quoted an unidentified Cox “close confidante” that the manager will not reappoint Zaharoolis if he cannot get 7 of the 9 City Council members to vote in favor.

I always felt that many insiders use “The Column” to leak information. Since I am not privy to the machinations inside of City Hall, I appreciate the gossip-like political information it provides. I am sure some of the information is incorrect but I get a feel for what particular agenda is being promoted.

This particular item must have been given to the reporters and columnists to float the idea and solicit response. It will get messy for Cox and the Councilors if the manager brings Zaharoolis’ name and the Council turns it down and even worse if he gets reappointed. Remember, he is been in that position for 35 years.

Zaharoolis’ temper and impatience with home owners who have needed to come before the Board that he chairs are legendary. He is reputed to be submissive to the developers and attorneys representing them and quite dismissive to the rest of us, who try to protect our property from encroachment and our neighborhood from destruction.

We should get a good preview of what is going to happen tomorrow night when the City Council takes up 2 motions brought forward by Councilwoman Eileen Donoghue:

1.. Manager report on all Board Positions that are in hold over status.

2. City Council establish policy on posting of all Board Positions and explore possibility of term limits on Boards

She has been leading the charge on the Council to develop a procedure for these appointments. I am confident that this will lead to openness and scrutiny which is good public policy.

    I ma glad Donoghue is putting forth these motions. Let’s us hope this does not get buried on the CM’s desk.
    From what I understand, these board positions had previously been posted (in City Hall) and I did see an add in the Sun a couple
    years ago. It was a Conservation Commission opening. I know, because I almost applied for it.
    Instead, I chose to appeal their decision, thus landing me where I am now.
    I am a bit surprised about Donoghue’s motion to explore term limits. She had publicly eluded at the UTL forum that term
    limits were not a positive thing..
    I do think a clear procedure needs to be developed.
    BUT, and I mean BUT…Plan E government strictly prohibits City Council interference in city board matters.
    The only say they have is for the confirmation or reappointment of an individual to a Board.

    Yeah, a dud it was. The personality of the mayor doesn’t help liven things up.

    On the subject of boards, I am tired of hearing about experience, as it becomes justification for the status quo. Let’s hear something about character, integrity and representation of the interest of the general public.

    I had a feeling these motions were going to be just that..motions…going through the motions..”in the interest of voters, of course!”
