Since the Lowell City Council is beginning discussions on next year’s budget, I thought it would be a good time for me to ask them again to have the City administration put the entire budget, once completed and approved, on the City’s web site for easy access. I sent my e-mail to them today.
Both Cambridge (Mass. 5th largest city) and Worcester (Mass. 3rd largest city) have a Plan E form of government and both cities have their entire budget on their respective web sites in a pdf file. If they can do it, I am sure we, Mass. 4th largest city, is capable of doing it also.
We have a very talented MIS Department but the go ahead has to come from the City Council and more importantly from the Administration. Since we are entering a new era, perhaps we will have new policies. We can begin with the budget posted on the City’s web site.

And conduct themselves in transparent and open manner………you ask a lot, my friend. Maybe you could get C Ramirez and C. Milannazzo to agree to it, then prmise C. Donahue you’ll back her up in a future vote or promise C. Elliott you’ll support him for Mayor, then….., then……

Excellent idea Mimi. And funny you should bring this up today — just yesterday I was ruminating about the city web site and thought about those ubiquitous “packets” that each councilor gets every week and was wondering why a copy of that couldn’t be on the web page along with the Council agenda. I realize that there are probably personal items in the packets as well as confidential information re: lawsuits and possibly peesonell information that would not be appropriate for public disclosure but I do suspect a lot of the information included in the packet would be a great addition for those who watch the Council meetings.

Good luck guys, I think putting the budget online is a very great idea. We in Somerville are pushing for greater access to the budget as well. Often it is put out just a few short weeks before our aldermen vote on the budget (which they don’t see until it is released either!). From what I have heard from some longer term resdients in Somerville is that there is often a bit of push back on making the budget possible.

The city budget is the most boring document one will ever read. I’ve seen my share of them and there is nothing interesting at all. The people who prepare the budgets are not stupid enough to put anything in them that will raise an eyebrow. Someone would need some very good inside-knowledge to be able to follow the money. The smoking guns are in the transfers every week. Maybe the answer is to put the council and the manager under oath every Tuesday night.
