Congress Has Often Limited Executive Use of Military

Capping the size of military deployments is perfectly within the rights and responsibilities of the US Congress. Past examples include but are not limited to: denying the CIC’s right to deploy in Cambodia in 1970; requiring authorization to expand troops in Lebanon in 1983; and Congress required authorization to increase operations in Somalia, 1993, under Clinton.

    History repeating itself:

    President says, “The big problem is to get territory and to keep it. You could get it today and it will be gone next week. THAT IS THE PROBLEM. You have to have enough people to clear it and enough people to preserve what you have done.”

    That IS NOT President Bush, but President Johnson explaining in 1966 why he is doubling troops strength in Vietnam. From 200,000 troops to 400,000 troops.
