City Council to Discuss (AGAIN!) Broadcast of Sub-Committee Meetings

has a motion from City Councilor Kevin Broderick requesting the Manager to ask LTC (Lowell Telecommunications Corporation) to meet with the Cable Sub-Committee and the City Clerk regarding televising Sub-Committee meetings.

It has now been 12 months since the City Council first expressed its desire to have Sub-Committee meetings televised. The initial discussion took place at this City Council inaugural meeting on January 3, 2007.

LTC has on occasion broadcast Finance Sub-Committee meetings but that was at the special request of the Chair of the Sub-Committee, CC Rodney Elliott.

To this day, there is still no procedure in place to broadcast City Council sub-committee meetings on a regular basis. In my opinion, that responsibility falls on both the City Clerk and LTC. It should not have been necessary for the City Council to take this issue up again.

As we all know discussions that take place at the Sub-Committee meetings are crucial to the decision making process and the City Council wants us to have access to those discussions. A logistical issue should not take 12 months to resolve.

And I do not accept the argument that the problem is the availability of the City Council chambers where the cameras are. Currently the following meetings are broadcast live on a monthly basis: City Council meetings (every Tuesday); School Committee meetings (1st and 3rd Wednesday); License Commission (Thursdays, 3 p.m.); Planning Board (1st and 3rd Monday) and Zoning Board (2nd and 4th Monday). That leaves plenty of time slots available; i.e. 5:30 – 6: 30 Tuesdays; 2nd and 4th Wednesdays; and every Thursday.

As for those of you who have been checking the LTC web site for the updates on the video streaming of all the various Committee and Board meetings, I understand that they had some staff changes and were also experiencing technical difficulties. They are working on it and hopefully they will provide that service once again.

    by “staff changes and… technical difficulties” do you mean staff with the technical skills necessary were let go? Is this possibly really a managment problem? AFAIC these streaming archives of our government in action may be the most important function of LTC.

    The thing I found most fascinating about last night’s meeting… the City of Lowell does not have an “electronic” calendar for scheduling meetings!!!

    I think the wrong impression was given. Perhaps some of the City Council members are not aware but there is an electronic calendar provided on the City web site. If you click Events Calendar, you will see calendars for a number of agencies; i.e. COOL, the Library, etc… The first one is the one for the City of Lowell, i.e. City Hall.

    The real problem is that it is very selectively populated. Not all City Council meetings and sub-committee meetings are posted. Some Boards and Commissions have provided the IT/MIS Department with the information and others have not. The same can be said for the information provided on the web site.

    Kudos to the License Commission Clerk, Ryan J. Wynn. He maintains an informative web page for the License Commission; updated agenda and minutes as well as meeting time, date and place on the “electronic calendar.”

    Others should learn from him.

    I would agree that the License Commission does a “good” job compared to the others. However, it does post its agenda at 10AM on the day of the meeting, which is held at 3PM. This is likely the reason that residents never have an opportunity to voice an opinion on licensing issues.
