J(ackson) A(ppleton) M(iddlesex) B(usiness) R(esidents) A(ssociation) Meeting on Wednesday

Jdayne who has been commenting regularly on this blog even before she moved to Lowell, informed us last week that JAMBRA (Jackson, Appleton, Middlesex Business and Residents) are meeting this Wednesday, October 10th at 6:30 p.m. at Cappy’s on Central Street.

The group, made up of businesses in that area, was organized a few years ago to discuss issues of common interest. It was rejuvenated earlier this year and now includes not only businesses located in the JAM Plan section of the City but some of the new residents, such as Jdayne, who have moved into that area.

The re-energized group held a meeting this past April and came up with a set of goals:

    Formalize the JAMBRA organization
    Support new urban development concepts which promote a harmonious residential & business community
    Ensure that throughout the development of Lowell all groups work together to connect the downtown, JAM, Hamilton Canal District and Gallagher Terminal as an expanded, cohesive downtown
    Promote JAM as a viable residential & business area
    Promote a clean, welcoming environment throughout the JAM area
    Ensure that all persons and properties in the JAM area are secure and safe at all times
    Ensure JAM area blends new buildings, old renovation & streetscapes with historic downtown

Yesterday morning Karin Bell, one of the business people who was instrumental in forming this neighborhood organization, was on WCAP to discuss the Wednesday meeting and during her appearance, a caller raised concerned about the type of tenants that may move into the retail space on the first floor of the new garage. The caller stated that a number of downtown businesses were considering relocating there and she was not pleased.

If that is the case, that was not what I envisioned. I know that we are probably not going to get a Trader Joe to move in, not yet, but it is important that we get a quality business to serve as anchor. In my opinion, this selection is key to the successful implementation of the JAM Plan.

Adam Baacke, the City’s Deputy Director of Economic and Business Development, or a member of his staff have been present at previous JAMBRA meetings. For this Wednesday’s meeting, they have invited all City Council candidates, incumbents and challengers, to attend. The proposed plans for the Hamilton Canal district will be the main topic of discussion; I am sure that the type of tenants the City should solicit for the garage’s retail space will be brought up. The meeting is open to everyone and all are encouraged to attend.

    Many thanks to LinL for posting on JAMBRA and Wednesday’s meeting. All are encouraged to attend. Minor, minor clarification, I live proximate to but not in the JAM district (across the Pawtucket Canal). My particular interests re: JAM are that the area tie into the existing downtown to strengthen both and clear, safe and attractive access to public transporation (good walking route to train station, clear bus signage and useful bus routes . . . attractive train station to welcome folks to Lowell).

    Hope to see many of you Wednesday.

    I am fairly certain that the city did not make the commitment of millions of dollars for this facility to then lease the retail space to anyone willing to pay the bill. I would expect both the DPD and Trinity Financial would not encourage the city to sign leases unless the tenant businesses are conducive with the vision of the entire JAM/Hamilton Canal district. At least, let’s hope that is the case.

    I thought I would add my two cents. My partner and myself live in the JAM area, Jackson street to be exact. I am cautiously optimistic about the JAMBRA organization. I participated in some of the meetings, but still feel that it is still basically concerned with business only. I do understand that we need to be concerned about business, however another crucial component of the area happens to be the homeowners who also have a vested interest in the area.
    A major problem in this area happens to be the lack of community respect that is inflicted by the charter school on Jackson street. The school officials, parents, and children have absolutely no concern with the surrounding area. A few problems with the school, traffic safety, litter, chaos, and basic lack of respect. I bring this up because it is just one example of a business, yes they are a business, in the area that is not community friendly. We must make sure that all residents and businesses are repectful of the area. That will make it a great place to live and work.

    You should attend the meetings and push for ‘community friendly’ rules be put into any business lease then. Better to put it on paper than rely on goodwill alone.

    Put me down for “whoever pays the rent.”

    There’s nothing worse for the family-friendliness, vibrancy, safety, security, and welcoming appearance of an area than empty storefronts.

    Even if the first bidders on the space aren’t your dream tenants, the neighborhood shouldn’t fight it unless something truly awful is proposed - and the zoning isn’t going to allow the truly awful anyway.
