Who Broke Executive Session?

I think someone ought to do the requisite complaint to the ethics commission and get this investigated. It should be. This sort of behavior has got to stop.

In a subcommittee meeting that followed Wednesday night’s regular school committee meeting, the school committee was criticized by city solicitor Christine O’Connor for leaking the terms of new superintendent Chris Augusta Scott’s contract to the newspaper. Calling the leak “one of the most blatant violations of executive session I have seen in 15 years,” O’Connor pointed out that should anyone file a complaint about this breach of the rules with the District Attorney’s office, an investigation would ensue.

Unbelievable. We have city councilors discussing personnel issues which is illegal (it’s in the CM’s purview) and school committee members leaking the terms of a negotiation before they are supposed to be public. Did no one attend their municipal ethics classes this year, or what? Time to put the screws on, folks.

Dick also brings up the lack of televised subcommittee meetings on the SC. Jim Leary responded in comments, to clarify:

Just for the record, Jackie Doherty, John Leahy, Connie Martin and myself all voted and worked hard to televise the Lowell High School subcommittee meetings. Sometimes people forget that this is a committee of seven elected people not a committee of just one person. I would also predict that most of our future subcommittee meetings will soon be televised. This is because we would rather have you watching and learning about your schools instead of Dancing with the Stars. You will find that we are a lot more entertaining!

Good on Jim and his colleagues. Let’s hope this happens for all subcommittee meetings sooner rather than later. Much sooner. Who in the world would fight more transparency in government? Oh yeah, that’s right. Never mind.

    I recall screaming bloody murder to several folks about former CC Eileen Donoughue blasting the leak of the attorney’s report about the Stocklosa school to the Sun, and she even went so far as suggesting the DA investigate but no one ever actually brought a motion to ask for an investigation.

    That seems to me to be a worse violation of executive session than this one since it is liable to cost the city money during litigation, although any leak is a violation of trust if not the law.

    I would call on the city council to adopt the same motion, that any leak of executive session automatically be forwarded to the DA for investigation!

    If it were only that simple Prince Charming. Don’t forget, Rita Mercier was endorsed by the Sun the last time around because she finally showed up for her editorial board interview. And even though I don’t agree with her on anything, I can’t imagine that she leaks anything to the Sun. She doesn’t need to talk to them to get re-elected, so she doesn’t. She’s the luckiest one of them all. I don’t think being a “leak” to the paper is the sole criteria for endorsement. It probably was one of the endorse-es but its unfair to assume that they are all “anonymous sources” just because they were endorsed. You’ve painted with a very board brush as usual.

    You have got to be kidding me. Since when did the City Solicitor or Lowell City Council or at least current member swho hav ebben sitting for th epast 7 yeas) ever give a rat’s behind about the sacred trust of executive session? When my father was a public official in Lowell and they went into exceutive seesion he was told by now deceased former City Councilor that everyone knows what goes on in executive seesion. Or as he was told its; ‘common knowledge’. What a joke. Note to Sarah:Don’t be so naive.

    I’ve been called many things BTG but naive is not one of them. I said it probably was one of them. But it also could have been someone who wasn’t endorsed who is trying to gain favor. So BTG, don’t be so naive to think that just because you weren’t endorsed the last time means that you’re not working on it for this time. They all want to be endorsed whether they say admit it or not. Armand Mercier was beside himself when he wasn’t endorsed. It could be any one of them was my point. Not necessarily only those that were endorsed.

    I’m pretty sure you wouldn’t have been my type. I liked to have fun in high school. I didn’t hang out with the moody group. Actually Prince Charming you remind me of that nasty uncle we all have to put up with at family gatherings but wish he would just go away.

    Note to Sarah, I stand by my statement and add a bit more. Not only are you naive but also ill informed. One does not have to be elected to government office in order to be ‘public official.

    I always end my arguments with a kiss. Some people don’t know how to disagree. Lynne, I felt like I was being badgered and I’d never pick a fight out here. This is your house and I respect what you do and appreciate the opportunities I’ve had to pontificate.

    BTG I’m not naive nor ill informed. I have a degree in political science and have worked in government for over 30 years so I think I get it just fine. I really don’t need a civics lesson. I’m going to go out on a limb and state that this was not leaked by the City Solicitor nor the Superintendent-elect. This was leaked to the paper by a member of the school committee or the Mayor. It was someone in that room. No other “public officials” should have been present. If there were others in the room, please enlightnen us as to who they were so that we can consider them as a potential source of the leak. If there were others, they shouldn’t have been there and maybe the committee should consider that for their next negotiation session. They should limit the potential for leaks as much as possible. Although maybe they don’t want to do that because spreading it around for cover is easier.

    My apologies. I don’t regard my comments as uncivil but rather spirited discourse, which I thought is the intent of ‘blogging’ My point, simply, is that Sarah and you (Lynne) and many others seem to be of the belief that when politicians take an oath of office they are somehow imbued with a higher moral compass. I envy your idealism. But experience has taught me that nothing could be farther from the truth. In the City of lowell, politics is a blood sport. And dirty to boot. I appreciate the privilage to post my comments in this forum and hope that my opinion hasn’t predicated my censure.

    I also would like to thank you Lynne for allowing my opinion to be printed on your blog. If I got carried away I apologize.

    I really don’t see myself as an idealist and wish I were one at times. I’m pretty cynical really. I don’t think most politicans are of a higher moral compass. I just think not all every single one is as bad as people say they are collectively. There are some genuinely nice people who run for and get elected to office. I would use the example of Kristen (KRS)that writes on your blog. I would venture to guess that Kristen is a nice person. Otherwise why would so many idealistic people like you Lynne and Mimi support her? So if she is a good person it stands to reason that there may be a few more like her. I don’t think we should assume everyone of them is the same as the next one. Yes, some are out for themselves but not all. I try not to color everyone the same but evaluate them individually. And if that’s idealistic, I’m guilty.
