After a 3 week hiatus, the Lowell City Council is meeting tonight. The agenda is packed but there are only a few Councilor motions; two standout.
The first is by CC J. Milinazzo. He is requesting that the CC begins “the annual review/evaluation of the City Manager.” There is a City ordinance which requires each City Councilor to give his/her evaluation of the City Manager. Jennifer Meyers’ article in the August 8th edition of the Sun does a good job of giving the backstory, “City Manager Bernie Lynch has been on the job for two years, but unlike other city employees has not seen a pay increase. What’s more, it’s possible he won’t see one for the remainder of his contract, which expires in July 2010.” By the way, Meyers is doing a very good job in covering City Hall. It appears that she has been assigned to the Mike Lafleur’s old beat.
And the other Councilor motion that grabbed my attention was from CC A. Kazanjian: “Reqests the City Council meet in executive session with the Arena Commission to discuss the Arena.” I am not sure what this is about. It could be regarding the Arena’s management contract. If that is the case, doesn’t that fall under the City Manager’s responsibility? Plan E form of government does not give the City Council authority to negotiate except with the three individuals that report to them. They have to hear the recommendation and then vote up or down. Well, I could be wrong.
