Buried in the Transportation Reform bill is a section dedicated to Gateway Cities, of which Lowell is one. That link may provide State assistance to the infrastructure work associated with the Hamilton Canal District. And for that District, the City Council this week advanced the agenda by approving the Form Based Code that is to apply to that area, while earlier this month the State Environmental Protection Agency approved the Draft Environmental Impact Report submitted by the City and Trinity for the project. Maybe we will start to see physical progress in the area pretty soon.

And today we learn that the administrations attitude towards the legislature’s call for “Reform before Revenue” is..
“thats a meaningless slogan”
When it comes to change, I guess “Together, we could.. but didn’t”
