Enough: Leave the Budget Alone!

From the beginning of this term, CC Alan Kazanjian asserted himself. I do not know if he intended to become leader of a coalition but that is where he finds himself today. As we review the motions, actions and public comments of the six, we see that the freshman Councilor was able to shape the image, message and agenda with a group of 4-5 Councilors deferring to him or supporting him on all matters of significance.

The discussion that took placeTuesday night between him and the City Manager is a perfect example. He questioned the City Manager on two positions in the Department of Planning and Development which are not yet filled but budgeted. The operative word here is : “budgeted.”

That is the job of the City Council to approve the budget. So essentially, CC Kazanjian was questioning the City Manager on an item that they, the City Council approved, a couple of months ago. Why wasn’t it questioned back then?

The Mayor made an attempted to reaffirm the City Manager’s explanation for the need of these DPD positions, one has regulatory responsibilities and the other has to do with economic development. The Mayor’s explanation was dismissed and none of CC Kazanjian’s other political allies spoke up. So now, City Manager Bernie Lynch, short-staffed, has to come up with a written explanation why he needs those two positions.

The City Manager and the residents of the City thought we had a budget; in effect a plan. And now, every other Tuesday (come Oct., every Tuesday), at the political whims of City Councilors, that budget which is the planning tool for the upcoming year will be up for review, criticism and revision. This is not the way to run a City.

I would expect the rest of the City Councilors to temper their colleague but given what has happened in the past two years, I am afraid we will have more of the same.

    To some who observe Mr. K and his merry band in action it may be hard to figure out why this micromanagement of 2 budgeted city positions matters. Here is why I think it does. Anyone interested in doing business in the city, especially in these difficult economic times, wants to watch and observe and get a sense as to whether this city, or any other one for that matter, has a leadership that knows where it is going and understands the importance of sound management. So, what have private developers, potential condo purchasers, and young parents with school age children observed? Insane arguments in the council that result in taking away one of the city manager’s most important aides! Outside both sides of the mouth junk about how we cannot afford a primary when it is already in the budget!! The other day’s jerk-water questioning of why we need two positions filled that are already budgeted for and that go to the heart of long-term economic development in Lowell!!! At the end of the day when folks sit around their kitchen or dining room tables worrying about job prospects, where their teens might find work in the future, whether their kids will get a first-rate education, having too many people on the city council who have lost touch with neighborhood realities and the long-term good of the city for their own personal agendas will cost us as the economy begins to turn around, which it will in a couple of years. Every step backward now will delay any hopes for economic and neighborhood prosperity later. Think about this as you watch your home values drop. Think about this as you watch the council’s performances on TV. Think about this when you vote in November. Forward is the best direction to head in folks! This election matters.

    Funny thing about these two positions, one, the Conservation Officer, is a requirement under MGL. Of course, CC K being a developer, doesn’t care for those pesky Conservation Officer’s poking around his projects. And then the Design Planner is partially funded with grant monies..Huh..a little research on his part would have answered in questions, w/out having to send the CM on a wild goose chase for information.

    K-R-S: unfortunately CC K has had way too many cold dinners and missed too many TV shows (not to mention he has a business to run) to have the time to actually learn the information he needs to do his job as a councilor. And being a business owner, he is used to having his employees do all the “heavy” work.

    I was waiting for CC K to come right out and ask if the manager intended to hire Andy Sheehan for either of the positions.

    Heaven forbid they come up with valid cuts that need to be made in the budget. Some cuts might upset the voters in Belvediere!

    Councilor Kazanjian is an embarrassment to himself and the city. The guy never does his homework. I don’t know how the CM keeps his cool having to answer to him.

    My wife voted for him the first time around because he was canvasing our neighborhood. I’m going to do my best to change her mind come election time.

    -bob, I voted for him for the same reasons… he worked so hard to get elected and sounded sincere. I got taken in! The only other vote I ever regretted was back in the late 70’s when I first voted, was very idealistic and threw away a vote on Teddy K. I grew up fast after that!

    No offense intended to anyone in Belvediere. Just some difference in conditions I have noticed in that area.

    Kim… ride around lower belvidere, a particular pet peeve of mine. It’s very run down and neglected.

    CC K is arrogant and I suspect he will troll for votes to become our next mayor. CC Elliott hasn’t figured that out yet. So sad. Rodney can’t keep jumping sides in hopes of becoming mayor of Lowell. He’s toast. He’s a man without sides or loyalty, and Lowell citizens have had enough of him.

    That’s just what the Mill City needs: a mayor with a history of demolishing mills.

    Nope. Haven’t forgotten. He promised to restore the mill in exchange for a permit to build more townhouses, then he built the townhouses, then he demolished the mill.
