If you want to use the Lowell sewer connection, construct your building in Lowell, not Chelmsford.
Today’s Lowell Sun has a lengthy, investigative article, written by Chris Scott, on the new building located at 190 Middlesex Street constructed by Kazanjian Enterprises and currently owned by a Dracut couple.
A new commercial building in Chelmsford built by Kazanjian Enterprises Inc., a Lowell firm owned by City Councilor Alan Kazanjian, was connected to Lowell’s sewer system five months after City Engineer Lisa DeMeo issued an order denying the connection, The Sun has learned.
DeMeo issued her denial in a letter on May 8, 2008, to the project engineer, Ronald Close of Dracut.
Months later, however, the 15,650-square-foot, single-story project at 190 Middlesex St., just over the Lowell line from where Kazanjian is building a condominium development called Millview Estates, proceeded as if the denial never existed.
The article is accompanied by a sidebar providing a timeline.
What is there left to say? I, for one, believe that the CEO is ultimately responsible. So, the answer, “I do not know” and it is so and so’s responsibility will not work.
I vividly remember during the past two years, at City Council meeting and sub-committee meeting, CC Kazanjian harshly lecturing the City Librarian, the leadership of the Transitional House, the Fire Chief, the Wastewater Utility E.D., among others. Telling these people how to run their business is easy, taking responsibility for your own business conduct should be as easy.

As a Chelmsford elected TM rep., I take great offense when someone of Mr. AK’s political position allows my town to be tarnished by his questionable activities. I certainly hope that no one in our inspectional offices or in the Sewer Dept. are complicit in any of these actions.

How does this get by permitting without collusion? What did they think the extension was for? Approve an extension to ‘nowhere’? How does that happen without collusion?

What part did former plumbing inspector Sandy Ames play in this? Did he inspect the plumbing? Did he draw the permit(s) for this project? Who in the Chelmsford permitting process signed off on this? Who in the Chelmsford inspectional services signed off on this? And now that it’s a done deal what recourse does Lowell have in collecting sewage fees? Will developer Kaz be forced to reconnect to Chelmsford’s sewage system? And who is going to pay? Also what are the legal consequences for the fraudulent connection especially in light of the City Engineer’s denial?
And finally, isn’t it about time that the Mayor and his associates on the CC confront Mr Kaz and request his resignation in the spirit of “moving Lowell forward” as the Mayor keeps reminding us is one of his principle goals?

For the life of me, I will never understand the sheer number of AK’s signs, all over the city. How many times does one have to be reminded that, at the very least, serious ethical lapses have occurred and at worse, laws have been broken. This article is just another example why he should not be reelected and that those people that allow his signs are unbelievably uninformed or just plain stupid!

There could be a lot of reasons for signs to be up for AK:
1) signs on properties he owns
2) signs on extended family’s lawns
3) signs he perhaps paid people to place in their yards ( no proof of this to be clear)
4) signs of supporters who refuse to believe the growing list of suspect activities
5) signs of folks who may feel like all of this is very bad - but who want to see the city manager go away so they too can get in on the shortcuts and on the surface at the very least illegal advantages in their own development activities around the city and now Chelmsford too.
My guess is lots of folks are wrestling with this and that the Merciers and Mayor Bud are too because as this evidence mounts it makes the city look very bad to the outside world. This is exactly what happened in Springfield, MA as it fell into serious disrepair. There was a drip, drip, drip of scandal, housing authority, employment and training system, and other departments and eventually private sector investment slowed, projects were abandoned, etc. In the end lots of people did some time in the Big House as the court cases unfolded, evidence mounted, and many of the accused made plea deals.
But, to the bitter end, the old time powers that be in the city chose not to confront reality and make a clean break with the ‘politics of the comfortable and sleazy’. If the rest of the Lowell council is truly interested in moving the city forward time to cut your losses boys and girl and run to the light!

Does anyone really expect anything else beside KAZ getting re-elected?
Don’t look for any sitting politician to call for another to step down, This is a City Council made up of many of the same people who named John Cox City Manager after he was basically forced into retirment from the State House by the Ethics Commission. It would be like the police ratting out each other…doesn’t usually happen
It must be killing Campy to run these stories, how long before Kaz friends like Jon Cox get brought into this?
Interesting that Ron Close is a friend of John’s and is a related to State Rep Tom Golden who was hand picked by Cox to succeed him at the State House. Cox & Kaz are close friends and I’m sure Golden is also close with them. Things don’t look good for the Kaz & Friends crowd.

At the CNAG forum, Kazanjian and Golden looked awfully close. They spent a lot of the non forum time together in a back corner as I recall.

I almost forgot The Mill City had a run where two of its three senators went to the can. One of them, Paul Sheehy, was actually elected after he was paroled from Danbury. The other was Phil Shea who was the last of the good soldiers and took the hit solo without ratting out his buddies.

I was not home for this, but one of his supporters knocked on our door asking to put up a sign. My wife doesn’t know anything about him, and didn’t want to have a sign up for someone she may not support. He was very pushy about putting up the sign anyway (I don’t think he bothered trying to explain why we might want to support Kazanjian). My wife declined, but I’m sure there are plenty of people who allow the signs to be put up just to be nice and avoid a confrontation.

In the future, engage them in a long conversation (waste their time) and then let them put up the sign. After they leave take the sign down and put it somewhere where they can’t get it back (leaving them with one less sign).

Unless that CEO is Bernie Lynch, and then I will get confused by the layers of politics, and Ill be skeptical when people have evidence of his corruption/ineptitude. Its funny. Lynne calls someone a racist and she has less evidence than I did for my issues with Lynch and Carney. what a joke..

Doug, the difference is that “CEO” Bernie Lynch took responsibility and FIRED the plumbing inspector when the evidence pointed to his guilt. By contrast, CC Kaz denied knowing anything was wrong, making excuses for his complicity in the plumbing inspectors misdeeds and pleading ignorance to facts that a CEO is supposed to be responsible for! And I suspect that “CEO” Lynch will take action to address the illegal sewage connection from 190 Middlesex St CHELMSFORD to the LOWELL sewer line in accordance with the applicable laws and in cognizance of the ongoing investigation of Kazanjian Enterprises.

Which town’s sewer system your project connects to is not a decision made by some foreman on the site; that’s not even remotely plausible, if you have even the slightest knowledge about property development.

Councilor Corruptjian is a disgrace to this city. If he cared about it at all, he wouldn’t cause its name to be dragged through the mud in statewide media. Thanks, Councilor Corruptjian, a news report about Lowell’s corrupt city councilor, followed by a news report about Lowell reelecting its corrupt city councilor, followed shortly by a news report about the indictment of Lowell’s corrupt city councilor, followed by a news report about the trial of Lowelll’s corrupt city councilor, followed by a news report about the conviction of Lowell’s corrupt city councilor, followed by a news report about the resignation of Lowell’s corrupt city councilor, followed by a news report about the sentencing of Lowell’s corrupt ex-city councilor, will really help attract new business, and create a positive buzz about our progress.
But, then again, if he cared at all about this city, his practices as a businessman, a developer, and a public official would have been very different over the years.

he said that’s a good reason. It was clear to me he thought it was an absurd reason

Amazing, talk about beating a dead horse lynne. You guys and the Lowell Scum are so desperate to get Kazanjian out of office so you can push your agenda and the Scum can solidify its grasp over all decisions made within the city. If you think that is not the agenda you need to wake up. Lynne I gave you the story about 200,000 dollars owed the city by the LHA and you have ignored it (as has the Scum for obvious reasons.) Now apparently they have not been pulling permits and more importantly paying fees for electrical work being done to LHA owned properties. Don’t you think this story and the manager’s complicity in allowing it to occur is a bigger story than hooking up to a sewer line. But once again it would not fit your agenda, people on this blog love to write about the CEO of his company Kazanjian not knowing what was going on in his company what about the “professional” manager, the CEO of the city not knowing (or worse, choosing to ignore) what is happening within his inspectional services department.

Why don’t you ask CC AK to place a motion on the agenda asking for an explanation on this issue? It is obvious that you are close to him and he has never had any problems making motions so why not this one? Maybe Lenzi can do it for him and go out with a bang.
