Mr. Sullivan tries to put a damper on the CC’s positive outlook

Last night the City Council finished their term, figuratively speaking, with a group hug. The evaluation of City Manager Bernie Lynch went well for all, especially for the manager. (More on the evaluation later). It was City Council Mike Lenzi and Armand Mercier’s last day as City Councilors. CC Mercier had many of his family, friends and supporters in attendance and he addressed the gathering from the Mayor’s podium. And it was also the last meeting that Mayor Bud Caulfield chaired.

So in this emotionally charged atmosphere former City Manager Jim Sullivan decided that he would once again lecture the Council, the City Manager and the CFO on municipal finances. Often quoting selectively from an article that appeared in the Lowell Sun, Mr. Sullivan predicted gloom and doom.

I too am fiscally conservative when it comes to the City’s finances but I am not sure if all that Mr. Sullivan says is accurate. But more importantly, it was not necessary for Mr. Sullivan to do that last night. He could have waited until the first full meeting of the new Council. That is when CM Lynch’s response to CC Kevin Broderick’s motion ( Mgr. report on methodology used in 2010 property valuations & past methodologies) will most likely be discussed. His reprimand of CM Lynch and the City Council could have waited a couple of weeks.

By the way, I have noticed that time after time when he addresses the City Council and tries to tell them that the CM knows very little about financial matters, Mr. Sullivan never comes up with a solution that is applicable to today’s reality. A number of media outlets have given him the opportunity to rant but I am not sure that he is saying anything new anymore, is he?

    Actually Mr. Sullivan, the smartest man in the room is Mark Goldman, who stays actively engage in city issues, comes up with ideas for and against all types of issues and doesn’t just drone on, and limits his comments to 5 minutes or less. Mr. Sullivan, I know Mark Goldman, Mark Goldman is a friend of mine, and sir, you are no Mark Goldman. And because the council, the mayor, the clerk, and others won’t say it either informally or by invoking government rules and parliamentary procedure: Sit down, and shut up.

    From what I can tell, while Lynch may have earned his Masters in Public Administration a while ago, he’s been dealing with municipal budgets pretty much the whole time straight for 20 years at least, between being Manger of Chelmsford and now Lowell.

    I know Mr. Sullivan has plenty of experience as well, but when was the last municipal budget he’s had to put together? How much has changed since the 70s?

    It seems that we are so much better than things could have been at this point largely because, as far as I can tell, the CM’s skillful navigation. Who would have thought that after being on the brink with the DOR letter followed by this recession that our situation, while not great, is sound enough such that nobody is even thinking receivership anymore. Between that minor miracle and his record in Chelmsford, I’d think the evidence leans much more toward Lynch than Sullivan with regard to ‘what he knows’ about city finances.

    Since his remarks were made when the council was evaluating the CM, it was most likely another shot across the bow of SS Lynch.

    In his opening remarks, he supposed that retiring city councilor Lenzi was the “smartest” of the group, as he would avoid facing the fiscal problems facing the City. But we might consider the saying about “when the going gets tough, the tough get going” where that means getting to work, not getting out of harm’s way. He may have inadvertently labeled councilor Lenzi as a quitter.

    But, to give him his due, he was the leading proponent of the transfer of the Arena to UML, and that is now touted as a significant benefit for the City. However, there was not much good advice for the City going forward, just warnings of fiscal problems. That may speak volunes of his intent in speaking.

    Mr. Sullivan is clearly something of a nutter with an axe to grind. His time is clearly past, regardless of what his past experience or accomplishments have been. I am always surprised when he is allowed the podium or the outlet of the media.

    Thanks for thinking of me. But why the shot? “Mr. Sullivan is clearly something of a nutter with an axe to grind”

    Why is it by pointing out that we pay full time salary for part time hours (and I have seen documents from the House that show hours in session and days in session) or that some Reps continually engage in activities that call in conflict of interest questions, (Rep Murphy) I have an axe to grind?

    The only Axe I have is for twenty years I’ve worked long hours in the printing industry while these guys coast on our tax dollars. State Tax, Sales Tax, Meal Tax, Liquor Tax, Gas Tax we all pay for their salary. Is it to much to ask for at least 37.5 documented hours during their 4 day work week?

    How about at least 222 sessions/days compared to the 150 average sessions they have worked the last three years (and that 222 is after giving them five weeks vacation and 13 holidays including ST. Patricks & Bunker Hill Day)

    I’m certainly not in Mr. Sullivan’s league,I’m just an average working class person like most of the people in the 16th Middlesex District who work daily and who are tired of the same old same old.

    A person once told me that the definition of insanity is doing the same thing over and over and expecting different results. I’ve reached the point that I’m tired of the insanity and may try to change it just a little.

    What’s wrong with holding district meetings to discuss important issues with the people you represent so you vote the way they want not the way your party wants? What’s wrong with asking that the money you raise to run comes from the district and your family rather than Bill Bulger’s former Law Partner (Tom Joyce) or former indicted speaker Charlie Flaherty? or Lobbyist?

    Prince Charming rant rant rant maybe but I at least use my real name not an imaginary one like you and have the conviction to say what I want without hiding behind a fairy tale name. Besides SHREK proved Prince Charming was a fraud with no backbone….wait maybe that name does fit you.

    Mark Goldman is a very smart man and he knows his stuff when it comes to all things municipal.

    Jim Sullivan is also a very smart man who knows a thing about municipal government.

    Sullivan could have/should have made his remarks prior to the election or after the new council takes power.

    Unfortunately Mark Goldman was and is not taken seriously by the powers-that-be/were (I recall Mark recommending Lowell police sub-stations to the city council back in the 70’s, something that was eventually done dacades later by Ed Davis in which Davis was hailed as the best thing since sliced bread) and Goldman is not taken serioiusly now either.

    Not sure I agree on Sullivan being that smart. He may have known his stuff at some point in time nut now he’s all over the place and often contradicts himself. The big difference between Goldman and Sullivan is that Mark seems motivated by improving the City while Sullivan’s rantings seem motivated by anger driven self promotion. He seems to think he can appear smarter if he says he is and then becomes a super critical bomb thrower without any recommendations or solutions.

    I agree with Eleanor and Wolf on Mark Goldman. I do know him personally so that part of my post was serious. The part about telling Sullivan to sit down and shut up was serious too. For Sullivan to say that Lenzi is the smartest man in the room is a joke. He was certainly less than actively engaged in his two years on the council. His term was a joke, something to do on a Tuesday night until he got too busy. He campaigned as “From Lowell, For Lowell”, a dig against the manager, but his business is in Dracut. Why doesn’t he get Bill Taupier or Louis Saab to cut him a deal on some space in Lowell? He made his announcement on the steps of the arena, but did he become the point person on the council for coming up with a plan on what to do with it? No, he was too busy.
