This Wednesday School Committee meeting was the last one for School Committeewoman Regina Faticanti. As I had posted a few months back when her legal problems first emerged, it is unfortunate that someone like her who started her career as a reformer, full of energy and vision, ended up as a contrarian who is accused of verbally abusing school administrative staff. I do believe that she cares about this City and its school children. However, sitting at that seat for nearly a quarter of century might have been a bit too long. Lucky is the public servant who knows when it is time to leave and retires under their own terms. I am also a firm believer in 2nd and 3rd acts. I think she will reemerge in public life in some capacity.
The Lowell Community Charter School
The great majority of us have not been paying any attention to that school until these past few days when news exploded on the pages of the Sun that they may lose their “charter” and the school may close.
According to yesterday’s Sun, “Student performance on the MCAS has been persistently low and has shown minimal improvement since the school’s first charter renewal in 2005. The school, which has been in the process of acquiring the former Prince Spaghetti building off Moore Street for nearly $20 million and is planning a move to the new location in time for the opening of the 2010-11 school year, also performed at a statistically lower level than any other Lowell public school.
Year-to-year achievement also trails that of the state by a ‘substantial margin,’ said Chester, who added that most charter-school students are losing ground compared to their counterparts in Lowell public schools and statewide”
To me that says it all. I fully understand the angst expressed by parents and officials of the Charter School and I also understand and appreciate Lowell school officials’ panic but the first obligation of any public school is to educate children, our children. And if the school needs to have its leadership closely scrutinize by the entire community or if the City of Lowell needs to start making contingency plans to absorb these kids into the Lowell public school system. No one benefits from an under-educated population and workforce. I do not believe hoping to convince the Commissioner that the charter should not be revoked or turning it over to a “management group” answers to the problems of public education.
The Superintendent of the GLTHS
Due to a contractual agreemens, the base salary of the Superintendent of the Greater Lowell Technical High School was automatically adjusted to the sum of $190,000. The salary structure of this Superintendent was an issue in this past election and it will continue to be one until this situation is rectified.

We would have never heard a word about the pay of the Superintendent at the tech if not for Fred Bahou and his campaign. Thanks to him the students hopefully will have ten thousand extra dollars that won’t be cut from them do to an email from Mr.Cassin to the Sun. Your sites work has helped the kids and you should take pride in that.

The one thing not mentioned much is the possibility of the re-opening of the Rogers School. The School Department offices will have to go somewhere, like, maybe the Bon Marche building? Coincidence?

What does Cassin think, he can be wishy washy on the raise,he should make up his mind, raise or no raise? retire or not?overpay administraters or cut their salaries?Jim needs to address much in order to satisfy the cuts that are coming. Jim needs to Make Up His Mind!!!

Hey Fred Bahou was at the meeting the other night Why didn’t he speak out at the public particiption section on Cassin’s raise ???? Looks like Freddy is going to be just a lump of lard on the committee lol You get what you vote for people

Joe, why would Bahou want to get involved with the pathetic way things were done regarding that contract?Should he have bailed out the committee that fouled up on it originally? Furthermor, he probably knows that Cashin’s contract won’t be renewed until he’s on the board.Maybe thats when he’ll pipe in

Joe, I have never seen an agenda on-line at the Tech’s wabsite. Why? Maybe because some of us voters would have shown up and voiced their displeasure with the board. And I believe if the Tech is under Roberts rules of order you have to register to speak. How can Fred or any other person speak at a meeting if they don’t know the topics of the night. I am very pleased with my vote for Mr.Bahou and I am sure the votes will get a member that will not give a 70k+ raise over six years and at the same time have family members hired at the school. Joe we the voters of the city are sorry your membership is up.

Cassin’s contention is that he doesn’t want to give this up because it would be calculated into his retirement is questionable. I’m not sure the “bonus” portion of his contract would or should be considered “regular earnings”. Items like overtime are not included in a retirement calculation. This needs to be determined.
But then again the Voke does whatever it wants. Like offering health insurance to Board members even though legally they can’t. The elected position must be a paid position to offer health insurance and theirs is not. I wouldn’t put it past them to include this even if it should not be.

If your going to run your big mouth get it straight ok I don’t work with Regina. I have been out of the Sheriff’s office for 2.5 years now Yes we are friends however as far as having time on my hands pal I work over 80 hours a week ok

Mimi…check out today’s article in the Sun about the Charter school. An interesting case is made on why this particular one has a harder row to hoe than most charter schools. Not to make excuses…but the demographic of the students certainly makes it a challenge.

Good point but about the demographic mix of the Charter school but I am also aware of the administrative issues the Charter School has had in the past.

Are you stating you never worker with Regina at the Dept. of Corrections? Worked, last time I check was past tense. You stated you are friends and well you at least have an hour a month now that we the voters sent you packing. And you were a School committee member and don’t know worked is past tense.
