I know that most of us are still discussing and focusing on the Massachusetts Senate election but last night the Lowell City Council reversed the decision made by the previous CC last June and restored funding for the position of Assistant City Manager.
I was not surprised by the decision but was by the vote: 8-1 with CC Rodney Elliott as the only dissenting vote. That was a bit of a surprise on two counts: one, both CC R. Mercier and B. Caulfield who voted to defund the position last year voted to refund the position. The second surprise was the line of argument CC Elliott presented in explaining his decision. He is concerned that this May/June when the new budget is presented we may need to do some more cuts/layoffs.
The City Manager made the case why we, the City, needs this position in order to move forward and last year’s municipal election reflected the voters desire to do just that.
In today’s Sun, in Jen Myers’ article on this vote, she quotes CM Lynch on his search for the right individual to become his assistant: “I am having very focused discussions with one individual…We just need to finalize some things and hopefully we will be able to make an announcement on that in a few days.”
Here is my prediction, on Friday CM Lynch tells Jen (:-) who he is selected and it appears as a breaking news on Friday’s web site and full story on Saturday. Best wishes and good luck to the new Assistant C.M.

for the sake of lowell’s city employees, i really hope that was CC Elliott predicts is not true but, if it is, i also hope people remember his vote come may/june. while i’m glad that the manager will be able to do his job and delegate more effectively, i can’t help but be nervous about possible cuts come spring. i guess time will tell!

KRS - you mean, the town Full of Rumors and Leaks doesn’t have a buzz on this one? Surely a sign of the changing times!
Revenues are up a bit, let’s hope we can hold the line on local aid and Ch70 monies.

Everyone in the private sector and human services are working more hours for the same $
I like Bernie — I think he is doing a good job.
BUT
When the grass in the parks are not cut this summer or when the downtown trash is not being picked up from the city bins and we have the lovely gang paintings on the wall not being washed off —– Great look for the city
I hope everyone comes to his defense then — we have a lot of park space and entrances into the city that need to be cleaned daily — what a joke

I didn’t hear anyone complaining about hours worked. Even when Bernie had an Asst. he was working the hours. I was amazed to see him at early morning meetings and at evening events. And poeople at City Hall tell me he’s there at all hours. The issue is whether the work is getting done. To his credit he seems to take pride in getting things done not looking for time off.
I think the idea of the Asst is to help make sure that things like you describe do get done and that employyees are giving it their all.

to add to comment #8, as I drove out of downtown this evening at quarter to seven, the lights in the Manager’s office at City Hall, were still on and am presuming he was still there working…

The Assistant to the CM actually helps us gain efficiency - and revenue. Half of Sheehan’s job was trying to find places in the City’s operations that we could squeeze more out of, or finding new sources of revenue (state/fed) for programs to accomplish things.
He also was able to handle special projects and other details so that Lynch could focus on the bigger stuff.
The Mayor’s office has two admins in it; the least we can do is give the Manager, who is an actual full time manager, more help.

Lynnne, the Mayor’s Office does not have two admins in it - one was laid off in June; only one remains. I certainly hope no one misses the fact that the various department heads are also working crazy hours and struggling to keep up with the work load. Some of them don’t have a clerk, much less an admin.

OK sorry, I stand corrected.
And yes, I imagine every dept is going nuts trying to do the same amount of work with less people right now.
