Tonight’s City Council meeting has three motions from the CC that are of major interest:
1. From CC Patrick Murphy (the innovator): “City Council observe City Council Rules”
If you watched last week’s meeting, you will know why Murphy is asking his colleagues to stick to the rules. I have to say that Mayor Jim Milinazzo attempts to stick to the rules, i.e. steps down when he wants to talk; but last week’s marathon session, and former Mayor Bud Caulfield lenghty speech, must have been the last straw.
2. CC Frankie Descoteaux: “Mgr. provide comprehensive list of city boards/commissions & detail procedures for appointing new members.” Great motion. It is time we review the process by which we seek volunteers to serve on our boards, especially the regulatory ones. I find, for the most part the Boards to be made up of concerned, caring and polite gentlemen. I just think that we should see if we could bring in a little bit more diversity. I hope this motion will serve to bring a renewed awareness not only to the City Council but also the City Manager.
3. CC Rodney Elliott: “Auditor provide report on performance of City Pension System & annual cost to taxpayers. ” I am interested in this information. I think it has been a couple of years since the CC asked for this information. Here is the link to the memo sent to the CC from the CM back in February 2008.

By the way, it looks like Caulfield is experiencing “podium envy” - the feeling one is left with when one’s turn at the podium is up. (This is not a criticism per se, it’s a phenomenon we remark on in my BNI group when a new president takes over for the year.)
Then again, Caulfield has always been prone to that disease of the mouth…

Speaking if foot in mouth disease. Did anyone notice Rita Mercer and the ticketing issue. She should have asked the Manager to contact UMAssLowell and tell them to park their bus elsewhere. Problem solved. As for ticketing those who block intersections- I’m all for it. We were coming back into Lowell from our mall walk this morning and Pricneton inbound was blocked by cars on Wood Street headed for the Rourke Bridge. This is a daily occurance there and I am sure elsewhere. There is always at least one driver who thinks that they can make it through even when the street ahead is obviously bumper to bumper. The only way to get the message across is to ticket the offenders. After a couple 150$ ( or whatever) tickets they won’t do it again.

It’s kinda sad watching bud now, he’s just desperate to be head on anything at all. Maybe if he watched reruns of himself, he’d realize how embarassing it is for him.
Murphy is still new and maybe nervous but he seems to be struggling to get the words out, hope he’s not just a flash in the pan. He’s underwhelming so far.

Blocked intersections from hell - Thorndike if you want to take a left into the Gallagher Terminal to drop someone off at the train. I swear about one out of every second or third time, idiots headed to the Connector block the intersection right on time for the left-turn green light.
Also, people are still majorly running the red on Thorndike through the YMCA Drive intersection. Seriously, if the police want to fund an entire year’s worth of their budget, they should just sit there and catch these people about four hours a day and ticket them. Budget problem solved.

Speaking of ticket’s I just heard today on WCAP it will cost you $25.00 to to fight a ticket and $50.00 to apeal it.
When does it cost you to have your day in court?

I think this is bogus too. I think if you win the appeal then the fines should be reimbursed. The police have been writing many tickets at the YMCA drive light. I think the reason that you see so many people running the red is because the light cycle needs the yellow to be about two seconds longer and many times you are moving along and then the light is not in sync with the next light and the line of cars suddenly stops for the light ahead and leaves you in the middle of the light. My husband got pulled over for his first time in his life at this light a few months ago and I got pulled over a month prior. It would be unfair and I feel illegal to pay up to $75 to protest a $150 ticket!

Paul… that’s nothing new. It cost me $50 a year ago to submit an appeal for a ticket. Good news was it was worth it at least. I got off.

Mr. Lynne - what good are red light cameras if they only take a picture of the front of your car. I am seeing a lot of people out there with no front license plate. There is nothing better than a real live police officer stopping you ( cause sometimes they let you off).

I question the length of the yellow light at YMCA Drive and how effecient the light cycle is with the following light. I am one of those people that tries not to pull forward until the intersection is clear but the traffic was moving along and then bang it stopped with me in the light. The lights are too close together to not be in sync. I actually went and videotaped it and it is a very short yellow cycle. The police actually hang out at the YMCA and I find it truely suspect when two people that have had clear driving records for over 20 years get pulled over twice in a month.

I think the YMCA Dr light needs to have more overlap on the reds, not necessarily a longer yellow. A longer yellow means more people running the yellow, IMHO. What it needs is for the red on Thorndike to turn red and the YMCA red to stay a smidge longer. It IS a long intersection, so even someone running a late yellow will be caught in the intersection when the YMCA light turns green. That’s a recipe for disaster waiting to happen, when someone runs not just a late yellow but an actual red, someone might just have stepped on the gas to get on Thordike when their light turns and get hit.
I also agree, we need to synch our lights all the way down from downtown to the Connector. I got caught on that on my way out of downtown in the early AM this morning. UG.
