Re-Organization Plans Approved by CC

This evening City Manager Bernie Lynch and his administration received approval from the Lowell City Council for a major re-organization of various City Department to “ensure that the City government is accessible, responsive, and accountable.”

The effected departments are (obviously) Planning and Development, Zoning, (obviously) Inspectional Services, Health, Electrical Services, Historic, and Conservation.

The City Council unanimously voted to accept the plan which was outlined by the City Manager in a 28-page report that he had submitted in the City Council’s packet two weeks ago.

With this move, Assistant City Manager and DPD Director Adam Baake will now oversee a number of functions, “including planning, zoning, project reviews, permitting, inspections, and enforcement.” The CM re-iterated a number of times, that this change in organizational structure is not made to save money, or though it may occur down the road, it is to be accountability and efficiency to the functions and services provided by our local government.

    This reorganization looks good, but carrying it out will be subject to the political winds that change over time.

    From the council discussion on the matter there was general support with a few reservations. However, Councilor Caulfied continues to amaze with his consistent inconsistencies in stating his case. His “only concern” was this was going to cost the city budget more money, yet his “solution” to the backlog of inspections would be to hire more inspectors. The plan to improve their productivity offers a much better solution to reconcile the backlog issue without increasing the budget.

    I actually like the plan, especially the part about making permitting easier ( not that I am planning anything , but I know folks who are) . Don’t get in a dither - but I actually agree with Caulfield abour needing more inspectors. This doing more with less can only go so far. Maybe there is some kind os grant we can get that would alklow Lowell to hire more for a while to get a good jump start on certain neighborhoods. As much as I like the lady down the street - I want her to clean up her act. She has a shed attached to the house that is falling down and her grass is still unmowed from last year and is fence high. I know she has problems - but it reflects on all of us. A couple of neighbors have offered to do a couple a things , but she puts them off. Any ideas welcome.

    Putting permitting and planning under the same management is long overdue. The ZBA makes all sorts of decisions about what development in the neighborhoods should look like, and they should be getting input from staff who understand and care about the vision underlying the zoning.

    Bud Caulfield the gift that keeps on giving, truly an amazing performance by our ex mayor first he is totally against it, not enough inspectors, then he sees everyone going in favor of the cm s plan, so now hes back peddling, i will vote for it if there is no additional cost mr manager, i now watch the council meetings just to see this guy tell us how the world is according to Bud,enough of the speeches Bud please your killing me

    Regarding the other issue of the evening…

    Does anyone know where to find a copy of the manager’s proposed budget for FY2011? I don’t think its listed on the city website, or I just couldn’t find it (yet).

    I cannot find it either. I am not sure what the hold up is. Last year, they had posted the FY 2010 budget as soon as it was given to the CC. We will need to check tomorrow morning.

    Joe, unless you live next to or near a property like that you really don’t understand what Maggie is going through. When you spend a lot of your time tending to and improving your property only to have a dump next door is frustrating. It brings down your property value. If the property has pests or grubs they will inevitably end up on your property and in your home.

    This person sounds like she may be in need of some mental health services. You may want to get some information on services for her from the Council on Aging. They do wonderful work and some involves outreach from other seniors. She may have some type of hoarding disorder that is really difficult to overcome.

    The other option is to contact the building department for enforcement of code violations. This may seem extreme but she may be in danger if her home is in extensive disrepair. She may need help and not even understand that she does. Good luck Maggie, this ones a tough one to deal with.

    And the good news is - my neighbor got her lawn mowed today by a lawn service . One of the neighbors saw someone outside of her house with a clipboard and a blue license plate the other day . Don’t know for sure what happened - but the lawn is now mowed. And Joe, I am not harassing my neighbor. Several of us have offered over the last couple of years to help her out and she has refused and then turned around and whined about her situation. The rest of us work together (Irish, French Canadian, Portuguese ( little English) Cambodians 1 family little english) , Laotians and others. Somehow we all trade gardening tips, recipes and in good weather stand around our yards talking to each other. Some of those conversations are really funny, especially the ones between the Portuguese and the Cambodian guy on the corner. One of the neighbors has seen what she thinks were rats coming out of the broken down shed. We really don’t want to cause her any problems, but may call on that one.

    I do live near there in fact one street over and a good friend of my lives on Hadley Street and I have seen Maggie and her husband dumping all over him in the past especially around election time after they sign his papers for re- election and I saw their names signed on the papers. Well Maggie and her hubby won’t have him to dump on much longer I hear he is in talks with a non-profit to sell his property to them so they can make it a half way house for Dept of Youth Services Kids
    Now that will really give Maggie and her husband something to moan about won’t it

    Joe -we did not sign Mike’s papers - so if our names were on them, it was a forgery. And do you live next door to Peter, Keith, Scott , Kathy or John?
